This document will describe how Sila Tower collects, stores, and
processes personal data under the Saudi Personal Data Protection
Law (PDPL).
Until the Legal team publishes real content, this placeholder
satisfies the schema-side of spec §14.5 + §11.4 launch criterion
"Privacy policy published (PDPL-compliant)" so endpoints + tests
can run end-to-end.
